EMERITUS PROFESSOR LAUCHLAN CHIPMAN

John Lauchlan Carter Chipman was born in Melbourne on 12 September
1940, and educated at Essendon North State and Essendon High School,
matriculating (Year 12) in 1957. Awarded a Commonwealth Scholarship, he
enrolled for Law and Arts at the University of Melbourne. He was then
balloted into National Service, which he completed in 1959 with the Royal
Australian Armoured Corps. He also qualified with a cinematograph operator's
Certificate from RMIT in 1962. In 1963 he completed his Melbourne BA with
First Class Honours in Philosophy, was placed first, and awarded the Hastie
Exhibition. He won a Commonwealth Postgraduate Scholarship and completed
his Master of Arts at the University of Melbourne with First Class Honours in
1965 for his thesis on Wittgenstein's work titled "Criteria and Verification
Problems".
Awarded a Commonwealth Scholarship to Oxford University
Lauchlan Chipman completed his Bachelor of Philosophy with Distinction in 1967,
was placed first, and was awarded a special University College Governing Body
prize. He also taught Elementary Logic at Somerville College,
Oxford. He returned to Australia as Lecturer, then Senior Lecturer in
Philosophy at the University of Melbourne, and Senior Tutor of Trinity
College. In 1972 he was awarded a Doctorate of Philosophy (D.Phil) from
Oxford University for his thesis "Reference and Existence". In 1973 he
completed his LLB at the University of Melbourne and was awarded the Hearn
Exhibition in Jurisprudence. In 1974 he returned to Oxford and taught
Logic, Kant and Political Philosophy at University College. While there he
was appointed Foundation Professor of Philosophy at the University of
Wollongong, which he took up in September 1975. Since 1993 he has been an
Emeritus Professor of the University of Wollongong.
In 1980 Professor Chipman was appointed to the concurrent
position of Visiting Professor in Jurisprudence at the University of Sydney Law
School, and was a resident tutor of St Andrew's College. That year he also
completed a Diploma of Education (Tertiary) from the University of New
England. In 1985-86 he was appointed Liberal Arts Fellow in Law and
Philosophy at Harvard Law School. In 1987 he served as Acting Dean of the
Arts Faculty at the University of Wollongong, and in 1989 was selected as that
University's first Pro-Vice-Chancellor, later styled Pro-Vice-Chancellor
(Academic). In 1993 Professor Chipman was appointed a Professor and
Pro-Vice-Chancellor (Gippsland) of Monash University, and in March 1995 was
appointed Deputy Vice-Chancellor, and Director of the new Monash Berwick
Campus.
On 1 July 1996 Professor Chipman took up a five year contract
appointment as Vice-Chancellor and President of Central Queensland University
(CQU), a position that he held until July 1 2001. Since then he has been founder
and principal of LAUCHLAN CHIPMAN AND ASSOCIATES (ABN 22 288 366 938), 9
Aspendale Place, Robina QLD 4226, an independent higher education and management
solutions consultancy. From July to September 2001 he reviewed the School of
Humanities and Social Sciences at Bond University while serving as Interim Dean
of the School. In 2002 he assisted the School as Associate Dean (Research), and
now serves in various consulting capacities including Bond Student Ombudsman. He
was made an Emeritus Professor of CQU in 2003.
Between 1964 and 2005 inclusive Professor Chipman has published
over 100 academic articles, monographs, and book chapters on logic, ethics,
epistemology, jurisprudence, law, education, political and social philosophy,
and philosophy of religion. He is a former President of the Australasian
Association for Philosophy, and former national President of the Australian
Society for Legal Philosophy, and the Australian Council for Educational
Standards. Between 1975 and 1993 he published an estimated 200 newspaper
and magazine columns, many nationally syndicated, and was a regular guest
contributor to the Melbourne Herald, then Herald-Sun. His major public
invited lectures have included the Deakin Lecture at the University of
Melbourne, the James Martineau Lecture at the University of Tasmania, and the
Bonython Lecture at the Art Gallery of NSW. He has been a member of the
Board of Governors of Frensham and Gib Gate Schools Mittagong, and is a former
Chairman of the Wollongong Conservatorium of Music. He has served as NSW
Ministerial nominee on the Illawarra Area Health Services Board and is a former
member of the SBS Community Advisory Committee, and has held a number of
directorships (including non-executive chairman) of for profit and not for
profit organisations. In 1996 he was elected a Fellow of the Australian
College of Education (FACE) and in 2001 was admitted as a Fellow of the
Australian Institute of Management (FAIM).
Professor Chipman is a former President and Honorary Life
Member of the Essendon High School Ex-Students' Association, a Foundation Life
Member of the University of Melbourne Alumni Association, an Honorary Life
Member of the University of Wollongong Alumni Association, and a Life Member of
the University of Melbourne Graduate Union. He is a past Chair of the Australian
National Council on Open and Distance Education (NCODE), past Chair of the
Australian Vice-Chancellors Committee's Standing Committee on Information
Policy, was a member of the Commonwealth Government's Committee to Review Higher
Education Policy and Financing (the "West Committee") and was a member of the
Council of Central Queensland Institute of TAFE. He was also a director of
the Australia-Korea Foundation, nominated by the Federal Minister for Foreign
Affairs, and until July 31 2001 was rotational Chair of the Conference of
Queensland Vice-Chancellors. He is a past Chairman of the Board of Directors of
AustraLearn (incorporated in Colorado USA), a past Chairman of the Board of
Directors of C_Management Services, CQU's joint venture partner in Sydney,
Melbourne, Suva, Brisbane, and the Gold Coast, and a former member of the Board
of the CQU Foundation. Professor Chipman is a member of the International
Advisory Committee of Online Educa Berlin; Europe's leading forum for technology
assisted education and training, supported by the European Commission. He
chaired the Global Governance Board of the Global Assessment Certificate` prior
to its recent buyout by a US-based organization.
In April 2003 Professor Chipman was awarded an Australian Prime
Minister's Centenary of Federation Medal "for services to social issues and
university administration."
